Patna, Advocate Suman Kumari, Legal Correspondent, News Life Network, 7th April 2026:: The condition of elderly care facilities in Bihar has come under scrutiny after a high-level inspection by the Bihar State Legal Services Authority (BSLSA) revealed multiple serious shortcomings at Sahara Old Age Home in Patna.
The inspection was conducted on April 4, 2026, by a team led by senior officials including the Member Secretary, Joint Secretary, Registrar, and Assistant Registrar. The team carried out a detailed review of the facility and interacted with around 100 senior citizens residing there, including 39 men and 61 women, to understand their living conditions and concerns.
Lack of Aadhaar and Documentation Leaves Many Deprived
One of the major issues identified was the lack of Aadhaar cards and essential documentation:
- Only 57 out of nearly 100 residents possess Aadhaar cards
- Many are unable to complete registration due to the absence of mobile phones/SIM cards required for OTP verification
As a result, a large number of residents are deprived of key welfare benefits such as:
- Old age pension
- Ayushman Bharat health coverage
- Public Distribution System (PDS)
The BSLSA has directed concerned departments to launch a special drive within 15 days to ensure Aadhaar enrollment for all residents.
Poor Implementation of Welfare Schemes
The inspection also highlighted inadequate implementation of welfare schemes:
- Only 25 residents are receiving old age pension
- Just 25 have Ayushman cards
- Only 44 residents are availing PDS benefits
This reflects significant gaps in the delivery of government welfare programs.
Dietary Norms Not Being Followed
The team found that prescribed dietary standards set by the Social Welfare Department are not being followed.
The quality and consistency of food provided to residents were found to be unsatisfactory, raising concerns about their health and nutrition.
Legal Aid System Found Non-Functional
During the visit, the legal aid clinic at the facility was found completely non-functional:
- No panel lawyer was present
- No Para Legal Volunteer (PLV) was available
BSLSA has directed the District Legal Services Authority to ensure the appointment of an active legal aid lawyer so that residents receive continuous legal support.
Inadequate Medical Facilities
Healthcare services at the old age home were found to be highly inadequate:
- Doctors visit only once in 15 days
- No regular medical check-ups or proper treatment
- No permanent doctor is appointed at the facility.
- Only three ANM staff are available, without proper supervision by a senior medical practitioner
The authority has recommended that doctors should visit at least three times a week to ensure proper healthcare for residents.
Concerns Over Living Conditions and Dignity
Some residents reported being asked to perform cleaning and maintenance work, which is inappropriate considering their age and health conditions.
Such practices raise serious concerns about the dignity and rights of elderly residents.
Conclusion: Urgent Need for Reform
The findings clearly indicate major gaps in:
- Welfare scheme implementation
- Healthcare and nutrition services
- Legal aid availability
- Basic infrastructure and living standards
BSLSA has directed concerned authorities to take immediate corrective measures and work in coordination to ensure the safety, dignity, and well-being of all residents.
This report not only exposes the condition of one old age home but also highlights the urgent need for systemic reforms in elderly care across the state.
