Patna, Vikas K Ojha, 7th April 2026: In a powerful display of leadership and vision, Bihar Director General of Police Vinay Kumar has emerged as the driving force behind a massive transformation in the state’s forensic and scientific investigation ecosystem. Speaking at a prestigious two-day “Satellite Conference on Biological Sciences” at Police Headquarters, the DGP outlined an ambitious roadmap that promises to redefine criminal investigation in Bihar.
The conference, organized by the State Forensic Science Laboratory (FSL), CID, Patna in collaboration with the Directorate of Forensic Science Services (DFSS), New Delhi, witnessed participation from top national and international experts, scientists, and law enforcement officials. The event was held at the iconic Sardar Patel Bhawan, reinforcing Bihar’s growing prominence in the field of forensic science.
DGP Vinay Kumar: The Architect of Change
At the heart of this transformation is DGP Vinay Kumar, whose strategic push has significantly strengthened Bihar’s forensic infrastructure. Addressing the gathering, he announced that while four regional Forensic Science Laboratories are currently operational in Patna, Muzaffarpur, Bhagalpur, and Rajgir, nine more FSLs are ready and will be fully functional within the next one to two years.
This expansion is not just infrastructural—it reflects a deeper shift towards scientific policing. Under his leadership, the state has already completed the appointment of 102 Assistant Directors and Senior Scientific Assistants, ensuring that these labs are not just buildings, but fully operational centers of excellence.

From 800 to 18,000 Cases: A Historic Leap
Highlighting the remarkable progress made under his tenure, DGP Kumar revealed a staggering rise in the use of forensic services.
- In 2012–13, FSL services were used in merely 700–800 cases
- Today, over 18,000 cases are supported by forensic reports
This exponential growth underscores Bihar’s transition from traditional policing to evidence-based, technology-driven investigation—a shift largely credited to the DGP’s forward-thinking approach.
BNSS Mandate Strengthens Scientific Investigation
DGP Kumar emphasized that the implementation of the Bharatiya Nagarik Suraksha Sanhita (BNSS) has further elevated the importance of forensic science. Under this law, mandatory forensic examination is required in cases punishable with seven years or more, ensuring stronger evidence collection and higher conviction rates.

Bridging Gaps: Call for More DNA Labs
While showcasing achievements, the DGP also addressed critical challenges. He pointed out the rising backlog in DNA testing, especially in sensitive cases under the Protection of Children from Sexual Offences Act (POCSO).
Currently, Bihar has only one DNA laboratory, which is insufficient to handle the growing demand. In a proactive move, he urged DFSS to support the establishment of 3–4 additional DNA labs, potentially through the Nirbhaya Fund or other central schemes.
Forensic Vans & Mobile Labs: Science at the Crime Scene
Taking scientific investigation directly to crime scenes, Bihar Police now operates:
- 50 forensic vans across 40 police districts
- District Mobile Laboratories in 28 districts
These mobile units are equipped with trained scientists who visit crime scenes, collect, seal, and send evidence for analysis—ensuring accuracy and preserving the chain of custody.
Cyber Forensic Future & National Collaborations
Looking ahead, DGP Vinay Kumar unveiled key futuristic initiatives:
- MoU signed with National Forensic Science University for a new campus in Bihar
- Establishment of Cyber Forensic Laboratories in Patna and Rajgir
- Ongoing site selection for the university campus
These steps will not only strengthen Bihar’s cybercrime investigation capabilities but also position the state as a hub for forensic education and research.

A Legacy Rooted in History, A Vision for the Future
In a compelling reflection, the DGP highlighted Bihar’s historical contribution to forensic science—from early anthropometry practices to the establishment of one of India’s earliest FSLs in 1963 in Patna.
Today, that legacy is being revived and expanded under his leadership, blending tradition with cutting-edge innovation.
National Support & Strengthening Ecosystem
Senior officials, including S K Jain, emphasized the Centre’s commitment to strengthening forensic capabilities nationwide through schemes like:
- Nirbhaya Fund (for DNA & cyber forensics)
- Scheme for Modernization of Forensic Capacities (SMFC)
Over ₹535 crore has been sanctioned for mobile forensic vans, with ₹360 crore already released to states.
Conclusion: A New Era of Justice Delivery
Under the decisive leadership of DGP Vinay Kumar, Bihar is witnessing a forensic revolution—one that promises faster investigations, stronger evidence, and improved conviction rates. His vision is not just about building laboratories, but about building trust in the justice system through science.
As Bihar accelerates towards a future of technology-driven policing, the message is clear: crime will be met not just with force, but with forensic precision.
